The key to Ranger build is DEX and the ability to survive any situation. This is also a good build if you want to go through normal mode without having to group often.
At first, you need to raise is DEX. Raise it to 100 base. You will reach 100 DEX by level 14(Shaiya powerleveling). With DEX at 100, you can solo the bosses at lower levels.
Secondly, you need to raise up LUC OR STR. If you are leaning towards a combo of +3 STR/+2 LUC. This is very important because you increase your damage on your skills(Shaiya Money), and also your base damage. If you decide to raise your LUC only, this will be great for higher levels (45+). You will also be able to avoid your enemies criticals a lot better. This would be helpful for 1v1's against other rangers/assassins or archers. If you decide to go all STR, you will have good damage and be able to kill a lot faster. The combo of STR and LUC would be good because you will have decent attack power and still be able to dodge criticals. You will also crit more often, but not as much as if you went all LUC.
You should raise this to about 40 or so. Or until monsters start hitting you more often, then switch to DEX again. Keep repeating until your 30+ and you should have an idea about how you want to build your character. You should always do quests for gear, it is the best way to get gear!
